NJ HCBS IDD Provider Policy & Procedure Manual
ABOUT THIS MANUAL
The New Jersey HCBS IDD Provider Policy & Procedure Manual provides a comprehensive and structured framework for establishing and operating a fully compliant provider agency delivering Home and Community-Based Services (HCBS) to individuals with intellectual and developmental disabilities (IDD) under the New Jersey Division of Developmental Disabilities (DDD). This manual is designed in alignment with the New Jersey Administrative Code (NJAC), including NJAC 10:44C, NJAC 10:49, and all pertinent Medicaid and DDD policy manuals, guidance documents, and licensing requirements specific to providers enrolled in the Supports Program and the Community Care Program (CCP).
The manual outlines the required clinical and non-clinical protocols to support service provision across various approved waiver services including Community-Based Supports, Individual Supports, Respite, and Community Inclusion. Each section addresses essential operational domains such as agency administration, client intake and service planning, staff credentialing, abuse and incident reporting, rights protection, medication management (if applicable), Medicaid billing compliance, and quality assurance.
Detailed policy sections include numbered and labeled references to support compliance tracking and regulatory reviews. The manual incorporates standards from the Division of Medical Assistance and Health Services (DMAHS), federal HCBS Final Rule requirements (42 CFR §441.301), and DDD operational expectations, ensuring the agency’s practices support health, safety, person-centered care, and community integration.
