The Virginia ADM-1.0 Administration Policy establishes operational standards for compliance with 12VAC35-107-60, focusing on the development and documentation of person-centered individualized service plans (ISPs). This policy aligns with the Virginia Department of Behavioral Health and Developmental Services (DBHDS) licensing regulations to ensure that service providers deliver individualized care tailored to the needs, preferences, and goals of each participant. ISPs are designed to empower individuals by prioritizing their active involvement in planning and decision-making processes while adhering to confidentiality, privacy, and human rights protections as outlined in Virginia Code §§ 37.2-302 and 37.2-400.
The framework mandates that ISPs include measurable goals, strategies for achieving those goals, and regular updates based on reassessments or changes in the individual’s circumstances. Providers must collaborate with support coordinators, crisis planning teams, and authorized representatives to ensure plans reflect the participant’s needs and preferences. Documentation must be completed promptly and updated within specified timelines, such as provisional plans within 15 days of admission and comprehensive updates within 45 days. All ISPs must adhere to DBHDS standards for person-centered planning, emphasizing empowerment, community integration, and least restrictive treatment approaches.
This policy also requires providers to implement robust documentation protocols that capture progress notes, reviews, and revisions in compliance with HIPAA privacy rules and DBHDS record retention requirements. By adhering to these regulations, providers ensure high-quality service delivery while maintaining full regulatory compliance with Virginia’s licensing standards for behavioral health services.
