Kansas Medicaid Waivers & Home and Community Based Programs Overview

Kansas, known as The Sunflower State, has a comprehensive Medicaid Waiver and Home and Community-Based Services (HCBS) system designed to provide long-term care alternatives for individuals with disabilities, seniors, and those with chronic health conditions.

Kansas Medicaid waivers, including FE, PD, and I/DD, offer person-centered, home-based care through KanCare’s managed care and self-direction options.

Administered by the Kansas Department of Health and Environment (KDHE), Division of Health Care Finance, in partnership with the Kansas Department for Aging and Disability Services (KDADS), the state’s KanCare Medicaid program operates under a managed care model that integrates HCBS services with medical and behavioral healthcare.


Key waiver programs include the Frail Elderly (FE) Waiver, which supports seniors with in-home services, the Physical Disability (PD) Waiver, which provides personal care and assistive technology, and the Intellectual/Developmental Disability (I/DD) Waiver, which offers habilitation, behavioral supports, and employment assistance. Additional programs include the Autism Waiver, Brain Injury (BI) Waiver, and Serious Emotional Disturbance (SED) Waiver, ensuring specialized care for individuals with complex needs. Kansas also offers Self-Direction options, allowing participants greater flexibility in choosing and managing their care providers.


Regulatory oversight in Kansas is managed through KDHE and KDADS, with licensing and compliance requirements enforced by the Kansas Department for Aging and Disability Services Survey and Certification Commission. HCBS services in Kansas are delivered through KanCare’s Managed Care Organizations (MCOs), which coordinate waiver services to ensure comprehensive and cost-effective care.


The state has also implemented Electronic Visit Verification (EVV) for personal care services, reinforcing compliance and reducing fraud. Providers must comply with strict Medicaid provider enrollment, billing, and reporting requirements to participate in the state’s HCBS programs. With a focus on integrated care, person-centered planning, and long-term service sustainability, Kansas’ Medicaid waiver system ensures that individuals receive high-quality, community-based supports while promoting independence, dignity, and community inclusion.
